Charities money transparency call

Ms Greening spoke out after the Daily Telegraph reported that the number of executives at charities connected to the Disasters Emergency Committee DEC receiving salaries of 100,000 or more has increased from 19 to 30 over the past three years.

Her comments also came after Charity Commission chairman William Shawcross warned that disproportionate salaries for executives risk bringing the wider charitable world into disrepute.

Writing on the Telegraph website, Ms Greening said: When I became Development Secretary I wanted to get our costs under control and I wanted my department to be more transparent about how it spends taxpayers money. Dfid Department for International Development now publishes all spend over 500 and our Development Tracker website shows exactly where the money goes.

I have challenged our suppliers, including charities, to publish their own similar data on how they spend money on joint funded projects in a clear and accessible way.

I think it is a real opportunity for many of our bestknown charities to help people really understand the work they carry out helping to eradicate poverty and make lives better. I also believe that the more open organisations are the better the market will work to benchmark costs and improve value for money.

This article is a clarion call for charities to be more open about value for money. As government has, it is time for them to grasp the nettle on transparency and value for money.

The Telegraph research focused on 14 foreign aid charities which make up the DEC, which raises money quickly at times of tragedy in the world.

The charities involved with DEC include Action Aid, Age International, British Red Cross, Cafod, Care International, Christian Aid, Concern Worldwide, Islamic Relief, Merlin, Oxfam, Plan UK, Save the Children, Tearfund and World Vision.

Charities defended the salaries of their executives, citing the enormous responsibility of a position that requires real leadership, experience, knowledge and skill.

called unfit for office

The 70yearold Filner served five terms in Congress before being elected mayor in 2012. Rep. Susan Davis, a San Diegoarea congresswoman who served alongside Filner, joined calls for his resignation on Monday.

Despite his inclusive vision for San Diego, Mayor Filner has lost the confidence of San Diegans to lead, Davis, a fellow Democrat, said in a written statement. He has taken advantage of the trust the voters placed in him and lost both the promise and capacity to ignite positive change. His behavior, if not illegal, is reprehensible.

Davis said she and Filner have never had a smooth relationship, but she respected his passion for our city and his interest to change the way business is done.

But all of that is now lost because he did not have enough passion for the city to curb his incomprehensible and unacceptable behavior, she said.

Another Democrat, former City Councilwoman Donna Frye, and two attorneys who say they represented accusers had leveled allegations against the mayor before Monday.

Jackson said her decision to resign was clinched after Filners deputy chief of staff resigned in June. Filner refused to listen to someone he had known for 35 years, and who told him explicitly, during a senior staff meeting, that his behavior with women was terrible and possibly illegal.

Filner laughed it off, she said. She said Filner challenged her to provide one example of improper behavior; when she brought up his comments about wearing underwear, He had no comeback, she said.

The San Diego Sheriffs Department has established a hotline for accusers, who are allowed to remain anonymous under California law. Since the phone number was announced Friday, the department has received calls, spokeswoman Jan Caldwell told CNN on Monday.

Schiff is first dropout in Minneapolis mayoral race

The herd milling to be Minneapolis next mayor has been culled by one. Eric Roper at the Strib says: Gary Schiff, one of the first candidates to publicly mull a candidacy, dropped out. Schiffs decision comes several days after he placed third on two ballots at the DFL endorsing convention. alone, died Wednesday in Minnesota after a more than twoyear battle with prostate cancer, according to friends and his publisher. He was 47. Flynn died Wednesday morning at United Hospital in St. Paul. He was surrounded by about 35 relatives and friends who prayed the Rosary, said longtime family friend Kathy Schneeman. After releasing his 13th, Kill Shot, Flynn talked with WCCOTVs Frank Vascellaro about his battle with stage three metastatic prostate cancer. You can watch that full interview here.

Kristin Tillotsons Strib piece says: Vascellaro called Flynns death heartbreaking. A good friend who introduced Flynn to the woman who would become his wife, Lysa, at a Vikings game, Vascellaro has a lake place in Wisconsin next door to the Flynn familys. I saw him there Memorial Day weekend, and physically he wasnt doing well, but it brought him joy to be at the lake, Vascellaro said. Paul, a guy from a big Irish family who was grounded in his values and convictions, a loyal friend and an extraordinarily generous person who helped all kinds of people both publicly and privately. One example of that is a capital campaign he cochaired to raise money for the high school he attended, St. Thomas Academy. The campaign, which Flynn continued to work on after his cancer diagnosis, raised more than $18 million, said headmaster Thomas Mich.

Nice collection of thenandnow Duluth flood photos by Derek Montgomery of MPR: Up to 10 inches of rain fell over northeastern Minnesota in June 2012, causing more than $100 million in damage. Rivers and streams flooded their banks, severely damaging roads and bridges. About 1,500 hundred homes also suffered significant damage. A year later, most of that damage has been repaired. Some work still continues though, including on the iconic swinging bridge at Jay Cooke State Park.

The AP has a piece on mayors from around the state celebrating the restoration of $80 million in Local Government Aid: Mayors from around Minnesota are gathering to discuss how an $80 million bump in state aid to cities will affect their cities. The increased local government aid also means $40 million more for counties and $10 million for townships. The mayors were meeting Wednesday with Revenue Commissioner Myron Frans. Local government aid was an attractive target for state budget cutters over the years, which local officials have blamed for making sharp property tax increase unavoidable. In approving the higher allowances, legislative Democrats said they hoped it would ease pressure on homeowner tax bills.

The U of Ms graduate enrollment numbers arent good. At The Minnesota Daily, Janice Bitters writes: National graduate and professional student enrollment rates have soared in recent years, but the University of Minnesota is bucking that trend. While enrollment nationwide increased 16 percent between 2005 and 2010, across the Universitys five campuses it decreased more than 6 percent from 2006 to 2012. At the same time, the number of graduate program applications at the University hit more than 15,000 in 2010 and has continued to rise. In 201213, the University had almost 17,000 graduate school applications, up 17 percent from four years ago. Belinda Cheung, assistant vice provost of the Graduate School, said the disparity between applications and enrollment is to be expected. Enrollment trends seem to lag a bit in terms of the application trend, she said. Any change you see in the application trend is not going to reflect right away.

Her people showed her lots of love Kevin Diaz of the Strib covered Our Favorite Congresswomans Tea Party rally today: The Minnesota Republican assured a crowd of several thousand that despite her pending retirement from Congress, Im here to say to the liberals Im here for a long, long, long, long, long, long, long, long time. Thats eight longs for those keeping track. Then in a moment that felt like a political farewell, she held a baby and led the crowd in singing God Bless America. When she was done, Texas Republican Louie Gohmert, her Tea Party colleague in Congress, offered a testimonial he said he heard from a Democratic woman in Congress. She said, you know, people give Michele Bachmann a lot of grief, Gohmert said. But we have to have some respect for her because theres never been a woman in American history that didnt have a family name to launch her career, that didnt have someone select her as vice president. Oh shes a classic bootstrapper, all right.

The pilot of a mosquitocontrol helicopter has crashed and died. Paul McEnroe and Tony Kennedy of the Strib say: A helicopter crashed into a detached garage in Maplewood near the Maplewood Nature Center this morning, narrowly missing a house. Acting Maplewood police chief Dave Kvam confirmed that the pilot, who has not been identified, died in the crash. Officials from the Federal Aviation Administration, State Patrol, Maplewood firefighters and police are also at the scene. The National Transportation Safety Board will investigate the crash. The Metropolitan Mosquito Control District confirmed that the chartered helicopter was dropping a mosquito larvaekilling agent for the district.

ATX PC Case Review

Cougar Spike The $25 MicroATX Case!

When it comes to PC cases, I have pretty much seen it all over the past twenty years. Right now the desktop PC market is clearly in decline, but the one area that is doing rather well this very second is Small Form Factor SFF desktop PCs. People have finally realized that they dont have to use a full sized ATX motherboard to get the performance and features they want! This has fueled the boom of MicroATX and MiniITX chassis and today well be taking a look at an entrylevel MicroATX case by Cougar called, Spike.

The average selling price on a PC case today in North America is right around $80, but today we are going well below that price point. The Cougar Spike microATX chassis has an MSRP of $39.99, but it is available right now from Newegg for $24.99 shipped after a $5 rebate! That is a remarkable price considering the manufacturing costs, shipping from Asia, retailer markup and then shipping to your home. For $24.99 you might be wondering what you get and to be honest, its not half bad!

The Cougar Spike measures in at 180mm x 370mm x 425mm LxHxD and is clearly designed to be a minigaming tower. If you want something that will fit in tight places or easily be taken on the road to college or LAN parties this is certainly an easier to handle form factor! The Cougar Spike is blacked out on both the exterior and interior to go after the gaming enthusiast. The front grill has a nice large mesh area for fresh air intake and the Spike can handle up to a 200mm front fan, but sadly one is not included here. The Cougar Spike supports up to five cooling fans, but it only comes with a single 120mm fan mounted on the rear of the chassis. This was obviously done to keep the costs down, but this is expected for a sub $30 case. One of the interesting things to note is that Cougar did use a SuperSpeed USB 3.0 port on the front panel and while there is just one, it is better than having none!

Banks stepping up efforts to get Know Your Customer details

ICICI Bank has sent SMSes to its customers who did not respond to its earlier requests for furnishing KYC documents, to the effect that if they don submit the documents within seven days Internet banking services may be discontinued.

Now, if you have not stepped into a bank branch in a long time due to the convenience of Net banking, then not submitting the KYC documents latest photograph, original and selfattested copies of identity and address proofs could land you in hot water.

ICICI Bank has asked its customers to submit the documents at the branch nearest to them. A senior Reserve Bank of India official said that he too was asked by his bank HDFC Bank to submit KYC documents.

the backdrop of online frauds that have recently taken place, banks are only trying to secure customers interest by seeking KYC details. Online fraudsters are on the prowl. So, revalidation of the proof of identity and address is in order.

access to accounts/transactions can be prevented. Moreover, it will also help check attempts at money laundering, said the official.

A special KYC audit conducted by banks at RBI behest, in the NovemberDecember 2012, period, found that customers who have been banking with them for a long time are not coming forward to provide the latest documents.

A senior public sector bank official said though his bank sent a number of letters to customers requesting them to provide the documents, hardly 1015 per cent of them have responded.

Given this, banks probably have been left with no choice but to prod the accountholders.

The KYC process involves determining the true identity and beneficial ownership of accounts, source of funds, the nature of customer business, reasonableness of operations in the account in relation to the customer business, and so on.

The objective of the KYC guidelines is to prevent banks from being used, intentionally or unintentionally, by criminal elements for moneylaundering or terroristfinancing activities.

sea worms drop acid to get dinner

Boneeating worms, the deepsea creatures that feed on whale skeletons and other bones, dissolve their dinner in an acid bath. Now scientists from the Scripps Institution of Oceanography in La Jolla, Calif., have pinpointed the worms acidmaking machinery: Cells in the creatures rootlike bases are loaded with proteins that generate acid and pump it onto the bones.

The delicate, featheryfronded creatures in the genus Osedax use acid to get at the nutritious collagen and fat in bone. But how these zombie worms generate the acid was a mystery. Dissections and lab tests suggest that that the worms make acid using chemistry involving the surrounding seawater and carbon dioxide produced during metabolism, scientists report May 1 in the Proceedings of the Royal Society B.

Such a scenario would go something like this: First, extract H2O from seawater. With the help of carbonic anhydrase, an acidgenerating protein, react the water with carbon dioxide expelled from cells in the boneworms bases. This yields bicarbonate HCO3 and protons H+. Pump these protons onto the bone to dissolve its hard structure and free up delicious collagen and fat. The researchers dont yet know how the worms which were described by science less than a decade ago then absorb their dinner.

The boneworms trick for dissolving bone is oddly similar to one used by specialized cells in mammals, the researchers report. Those cells break down bone during normal growth; in older people their activity can lead to osteoporosis.
